Has DOD dropped the ball on its workforce strategy?

The Defense Department’s deficient workforce strategy was the subject of a House Armed Services Committee hearing July 14, reports Government Executive.

According to testimony, DOD is missing a broad, service-encompassing, long-term strategy that delineates its workforce needs, including civilian, military and contractor personnel; outlines training goals, plans and tools; defines skill sets and expectations for employment positions; and details how it will track its human capital.

“Each year we've made progress, and now we really do have a good sense," Pat Tamburrino, DOD’s deputy assistant secretary for civilian personnel policy, said in response, adding, "We're right in the middle. … We have a good line of sight of where we're going, and we've benchmarked 2015 as being done."
