GAO upholds parts of BAE jammer protest
Navy told to revisit contract award to Raytheon for next-generation Navy jammer.
The U.S. Government Accountability Office upheld portions of BAE System's protest of a July 2013 contract award to Raytheon to supply the Navy with a next-generation jammer, Nick Wakeman of sister publication Washington Technology reports.
The GAO said Nov. 13 it was sustaining BAE’s protest after concluding that the Navy “failed to reasonably evaluate technical risk” in accordance with the terms of the service’s contract solicitation. The government auditor also recommended that the Navy reevaluate proposals to the new jammer, select a new source and document the rationale behind its decision.
Raytheon won the initial $279 million contract for the development phase of the radar-jamming system in July, besting teams led by Northrop Grumman and BAE Systems. The next-generation jammer will replace aging electronic warfare gear on the Navy’s EA-18G Growler aircraft.
