Army awards $7.2 billion deal for integrated intelligence support
Twenty-one contractors will have to compete for individual task orders to support intelligence, information operations.
The Army Intelligence and Security Command has awarded a $7.2 billion contract to establish a comprehensive intelligence services support program, according to a Defense Department announcement.
Twenty-one companies in all won a spot on the contract, which is broken up into an unrestricted competition pool of 11 companies and a small business pool of 10 companies.
Looking to create a more responsive acquisitions process for Army intelligence, security and information operations requirements, the INSCOM Global Intelligence Support Services Acquisition will establish an integrated approach to providing support for Army intelligence missions, according to the original solicitation. Current support systems are derived from disparate intelligence community contracts, the Army said.
The hybrid, indefinite-delivery, indefinite-quantity contract will provide support services for Army intelligence missions such as: intelligence analysis, intelligence, surveillance and reconnaissance systems, security systems, electronic systems, quick reaction capability systems, prototype intelligence software/hardware suites, high-readiness facilities and business functions.
Contractors taking part in the acquisitions contract will compete for task orders and will receive a minimum guarantee of $5,000. Those contracts will fall under four main areas: intelligence and security operations, information operations, mission support for facilities, and sustainment services including program management.
The contract includes a 30 percent set-aside for small business restricted competition, or $2.16 billion. The award amount for the unrestricted competition is $5.04 billion.

The small business pool, worth $2.2 billion, consists of:

- Integral Consulting Services
- K-3 Enterprises
- Pluribus International Corp.
- The Buffalo Group.
Awards and work locations will be determined with each specific task order, with an estimated completion date of Sept. 11, 2019.
The intelligence community in general has been working toward more integrated solutions as budgets continue to shrink. For instance, the community’s shared cloud service, the Intelligence Community Information Technology Enterprise (IC ITE), is expected to reduce annual IT spending by 20 percent by 2018.
