New multifunctional device policy to drive cost savings for Navy

The effort will capitalize on established procurement and managerial capabilities and processes already established by the Defense Logistics Agency (DLA), the guidance said.

The Navy guidance is set forth in a Jan. 25 memo titled, "Mandatory Guidance Regarding Management of Department of the Navy Copiers, Printers, Fax Machines, Scanners (CPFS) and Multi Function Devices."
To achieve the cost savings, the Navy plans to leverage established efficient procurement and managerial capabilities and processes of the Defense Logistics Agency's Document Services to reduce use of stand-alone CPFSs, increase use of networked MFDs, and obtain associated consumables and maintenance at reduced cost, the guidance states. Navy device managers are to work closely with DLA to ensure the cost savings objective is achieved.
To improve performance and achieve cost savings objectives, commands and organizations are to follow a prescribed process to ensure that they have a near optimum mix of CPFS and MFD devices, put in place specific buying and leasing procedures, and establish inventory management processes that will provide enterprise visibility of all DON CPFS and MFDs.
In addition, they are to create a customer-oriented culture of service and support (supported by independent third-party surveys), follow prescribe procedures for CPFS and MFD policy development and management, and achieve significant environmental benefits and savings in use of paper and energy.
