DOD to establish three-tier process for acquisition
The Vice Chairman of the Joint Chiefs of Staff, Gen. James Cartwright, says the old DOD requirements process has got to go.
The Defense Department’s protocol for writing acquisition requirements has been “gamed to death” and is set to be overhauled, Joint Chiefs of Staff Vice Chairman Gen. James Cartwright said on April 14.
The current Joint Capabilities Integration and Development System, which has been in use for less than 10 years, will be scrapped in favor of a three-tier system based on urgency of needs that would help provide faster technology deployment, reports Amy Butler at Aviation Week.
Tier one of the new process will comprise systems urgently needed in the field that would receive expedited treatment, tier two would be for mid-term needs that could allow for longer development times, and tier three would be long-term acquisition projects that could facilitate riskier, more complex and expensive weapons systems, according Cartwright, who spoke at the National Space Symposium in Colorado Springs, Colo. on April 14.
